Not sure what the moth is this but I see this first time. It also reminds a midge. Look at the wings it looks like made of 5 feathers!
The photo is poor because it fly around nervously. I catch it into can and took a photo through glass.

OK I found what is this. Is called Plume Moth! There are even 12 feathers moths exist. Wow!
